Imposes a fee on independent expenditures by noncandidate committees in Hawaii elections.

This bill amends Hawaii law to impose a fee on independent expenditures made by noncandidate committees in state elections. The fee is set at five percent of the total amount of such expenditures. The revenue generated from this fee will be deposited into the Hawaii election campaign fund, with 75% allocated to public campaign financing programs and 25% used for hiring additional inspectors, attorneys, and staff, as well as upgrading administrative and technological systems for campaign oversight.
