Hawaii HB1321 modifies the Hawaii State Building Codes to enable counties to adopt more stringent energy-saving performance standards than the state codes. Counties must adopt the state building codes within one year of their adoption, or the state codes will apply as interim county codes. Counties with populations over 500,000 may amend their building energy conservation code to require stricter energy-saving performance. The changes take effect upon approval of the Act.
