This bill expands Hawaii's Electronic Device Recycling and Recovery Act to include the collection and recycling of certain lithium-ion batteries. Manufacturers must submit a plan to the Department of Health to establish, conduct, and manage a program for collecting and recycling electronic devices and lithium-ion batteries. The plan must include methods for convenient collection at no cost to the owner, except for a reasonable transportation fee.
