Clarifies the required contents of a notice of claim of construction defect served on a contractor. Requires the claimant to provide actual evidence of the nature and cause of the construction defect and extent of necessary repairs, along with the notice of claim. Amends the process and time frame for a claimant to accept a contractor's proposal to inspect and authorize the contractor to proceed with repairs.

Requires all department schools to offer community policing programs including DARE, LEEP, and PAL. Authorizes the department of education to work with the department of law enforcement and local police departments to implement the programs. Requires a faculty liaison.

Allows manufacturers to coordinate activities directly related to the recycling of covered electronic devices. Expands the scope of covered electronic devices to include electronic device peripherals and certain legacy devices. Requires manufacturers to provide free collection service locations and collection events.

Makes the Safe Spaces for Youth Pilot Program permanent within the Office of Youth Services. Requires the program to collaborate with all state and county departments that offer services for youth and young adults to coordinate the identification of youth and young adults who are experiencing homelessness and placement of these youth at a shelter for homeless youth or young adults. Authorizes the Office of Youth Services to contract with nonprofit organizations to provide shelters for homeless youth or young adults. Requires the Office of Youth Services to submit a report twenty days prior to the regular session of the Legislature.

Requires the Department of Labor and Industrial Relations to issue an order of wage payment violation to employers in violation of the State's Wages and Hour Law. Establishes penalties, enforcement, and appeal procedures related to orders of payment violations. Amends the definition of "wage" under the State's Wage and Hour Law to clarify that it means compensation for labor or services rendered by an employee regardless of how it is calculated.

Requires the Department of Human Resources Development, in collaboration with various state and county agencies, to establish a Transportation Demand Management Program. Appropriates funds. Effective 7/1/3000. (HD1)

Requires and appropriates funds for the Department of Human Services to develop and implement a public assistance program offering state-funded colorectal screenings for certain persons. Requires coverage for all colorectal cancer screenings in the State to be consistent with the Affordable Care Act Implementation Frequently Asked Questions published by the United States Department of Labor, United States Department of Health and Human Services, and United States Department of the Treasury. Requires corporations to include the income of all foreign subsidiaries to the State. Applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax. Effective 1/1/2026.

Authorizes Executive and Administrative Departments and Agencies to enter into intergovernmental and partnership agreements with private sector entities, nonprofit organizations, and other governmental bodies. Requires annual report to the Legislature.

Requires the Research and Economic Analysis Division of the Department of Business, Economic Development, and Tourism to study the impacts of the incremental minimum wage increases pursuant to Act 114, Session Laws of Hawaii 2022, on businesses and other employers. Increases a taxpayer's applicable percentage of employment-related expenses that may be claimed for the household and dependent care services tax credit for five years. Repeals 6/30/2030.

Prohibits a condominium association or its board of directors from enforcing de minimis violation of association bylaws, rules, or regulations. Defines "de minimis violations". Requires condominium associations to provide persons accused of violations the right to appeal to the board of directors. Requires a condominium to disclose this right of appeal to alleged violators.

Establishes a general excise tax holiday on the first Saturday of each month for small businesses within the State.

Clarifies administrative oversight of statutory restrictions relating to prohibited lobbyist contributions. Clarifies that the regular or special sessions in which lobbyist contributions are prohibited are periods during which both houses of the legislature are in session.

Establishes tax credits for insurers providing full property coverage to owners and associations of condominiums in the amount equal to twenty per cent of the insurance premium. Provides additional ten per cent tax credits to insurers incorporated in the State.

Clarifies the funding mechanism for the supportive housing pilot program. Extends the sunset date for the supportive housing pilot program to 6/30/2030.

Imposes a cap on charges for searching for, reviewing, and segregating government records under the Uniform Information Practices Act. Provides for a waiver of fees in certain circumstances when the public interest is served by a government record's disclosure.
