The bill establishes the Hawaii early childhood educator special fund within the state treasury, to be administered by the office. This fund will receive moneys from the early learning special fund, which will be used for the Hawaii early childhood educator stipend program. The bill also repeals section 302L-10 of the Hawaii Revised Statutes.
