Changes the cap amount and aggregate cap amount of the motion picture, digital media, and film production income tax credit to unspecified amounts. Imposes the manufacturing GET rate on motion picture, digital media, and film productions and repeals the provision in the definition of "qualified production costs" that applied the term to mean costs incurred that are subject to the highest GET rate. Exempts from the GET amounts received by a motion picture project employer from a client equal to amounts that are disbursed by the motion picture project employer for employee wages, salaries, payroll taxes, insurance premiums, and employment benefits and payments to loan-out companies. Requires the Department of Health to develop a service availability form to be completed by covered entities to convey to patients and the public certain health care services unavailable at the entity before 12/1/2026, and to publish and maintain on its website a list of covered entities and the service availability form submitted by each covered entity before 02/1/2027. Requires the Department of Health to adopt rules, including a process for receiving and investigating complaints and assessing fines against covered entities in violation. Requires each covered entity to submit a completed service availability form to the Department of Health, adopt certain relevant policies by 2/1/2027, provide patients with their current service availability form as part of the informed consent process before initiating a health care service, and maintain a record of the patient's receipt of the form beginning 2/1/2027. Establishes penalties.

Limits condominium board members to serving no more than two consecutive terms. Allows such members to resume their positions after one term has passed since their departure.

Requires county police departments and police oversight agencies to collect and report certain data regarding police stops, uses of force, and complaints to the Crime Prevention and Justice Assistance Division of the Department of the Attorney General. Requires the Division to collect and publish incident-level information and an annual report on the data collected. Effective 7/1/3000. (HD1)

Establishes the Veterans Cemeteries Board within the Office of Veterans Services of the Department of Defense to provide veterans cemeteries in the State with guidance, education, technical assistance, and other support to ensure compliance with standards set by the National Cemetery Administration of the United States Department of Veterans Affairs. By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program.

Expands the powers of the Hawaii Property Insurance Association and reactivates the Hawaii Hurricane Relief Fund to help to stabilize the property insurance market in the State. Requires the Insurance Commissioner to conduct a study. Appropriates funds. Effective 7/1/3000. (HD1)

Expands the scopes of practice for occupational therapists, physical therapists, and speech pathologists to allow those professionals working for or contracted by the Department of Education to diagnose medical conditions that can be treated with their respective services.

Extends the landfill buffer zone from one-half mile to one mile. Requires the landfill buffer zone to apply to lands in the state conservation district and lands designated as national conservation areas. Effective 7/1/3000. (HD1)

Clarifies that the bid incentive given to bidders for public works construction projects who are parties to an apprenticeship agreement is based on apprenticeable trades utilized, rather than employed, to construct the public works. Requires the bidder and the bidder's subcontractors to be parties to all apprenticeable trades utilized to construct the project for which a state-approved apprenticeship program exists. Reduces the general excise tax rate on the gross proceeds or income from the sale of groceries that are eligible under the supplemental nutrition assistance program (SNAP) or special supplemental nutrition program for women, infants, and children (WIC), regardless of the means of purchase and the program eligibility of the purchaser. Reduces the general excise tax rate on the gross proceeds or income from the sale of nonprescription drugs. Requires DBEDT to conduct an economic cost-benefit analysis on the GET reductions.

Beginning on the date the International Code Council 2024 suite of published codes is adopted as the Hawaii state building code, makes the most recent Hawaii state building codes adopted by the state building code council supersede all existing county building codes and thereafter allows counties to amend the Hawaii state building code as it applies within their jurisdiction. Repeals the counties' authority to adopt, amend, and update the Hawaii state building codes for their respective county building codes. Effective 1/1/3000. (HD1)
