Authorizes supporting documents used to transfer ownership of a motor vehicle to an insurance company after payment of damages from the result of a total loss insurance settlement to be signed electronically. Requires insurance companies to indemnify and hold harmless the Director of Finance for any claims resulting from the issuance of motor vehicle titles utilizing documents signed electronically without a notary. Clarifies that untaxed tobacco products are subject to forfeiture as contraband, without regard to the procedures set forth in Hawaii's asset forfeiture law in the same manner as untaxed cigarettes. Confirms the authority of the Department of Taxation and the Department of the Attorney General to inspect and seize tobacco products, including electronic smoking devices and e-liquids. Allows student-athletes to retain professional representation for the purpose of name, image, and likeness activities. Establishes certain transparency and accountability requirements in the administration of institutional name, image, and likeness activities. Provides protections and educational support for student-athletes who enter into name, image, and likeness agreements. Establishes an endowment fund for the name, image, and likeness program. Appropriates funds into the endowment fund. Sunsets 6/30/2030. (CD1)

Adjusts the applicability of Act 134, SLH 2025, to clarify the threshold for Department of Education procurement of local edible produce and packaged food products. Prohibits the artificial division and parceling of DOE procurements of local edible produce and packaged food products. Sunsets 6/30/2028. (CD1)

Requires the Department of Health to adopt rules to authorize and regulate farm kitchens on the same basis as home kitchens producing homemade food products. (CD1)

Directs the conveyance to the County of Kauai of certain lands held by the Department of Education. Directs the conveyance of land on which Kaimuki Middle School is located from the City and County of Honolulu to the Department of Education. Clarifies that land dispositions of school buildings, facilities, and grounds made by the DOE shall not require approval from the Board of Land and Natural Resources when these dispositions are for periods exceeding one year. Makes failure to maintain a natural stream channel that causes an unreasonable and substantial physical obstruction of the natural flow of water a violation of the State Water Code, with certain exceptions. Establishes a period of time after receipt of written notice of certain violations of the State Water Code during which a violator may remedy the violation or enter into a corrective action plan with the Commission on Water Resource Management (CWRM). Gives CWRM the discretion to impose a minimum penalty per State Water Code violation, increases the maximum penalty per violation, and authorizes CWRM to consider each day that a violation exists or continues to exist a separate offense. Establishes factors CWRM must consider when determining the amount of the penalty. Prohibits the State from acquiring a fee simple interest in any artificial watercourse, including a canal or ditch, under certain circumstances. Allows the State to acquire a fee simple interest in the artificial watercourse if the Legislature provides prior approval by concurrent resolution. (CD1)

Exempts persons operating wing-in-ground craft engaged in the transportation of passengers from the application of the Hawaii Water Carrier Act. Defines "winginground craft". (CD1)

Requires hospitals with emergency departments that are licensed in the State to submit syndromic surveillance data to the Department of Health. Authorizes the Department of Health to establish a state syndromic surveillance data reporting system. (CD1)

Appropriates moneys to certain programs for operations in FY26-27. Appropriates moneys into and out of the Major Disaster Fund to address disaster recovery and response costs. Allows the Governor to authorize the transfer to state agencies of up to $100,000,000 in funds appropriated out of the Major Disaster Fund to address an imminent threat to public health, safety, or welfare arising from an emergency. Allows small condominium associations with a building or buildings of no more than two stories to waive the requirement for the reserve study to be reviewed by an independent reserve study preparer if a majority of unit owners at a meeting approve the waiver and certain other requirements are met, but prohibits associations from waiving this requirement for consecutive three-year periods. Removes county-specific expenditure restrictions for funds in the Automated Speed Enforcement Systems Program Special Fund. Authorizes the Department of Transportation to reissue procurement for the Automated Speed Enforcement Systems Program every five years. Requires unencumbered and unexpended revenues from the Automated Speed Enforcement Systems Program Special Fund in excess of a $12,000,000 as of June 30 of each year to lapse to the general fund. Part II: Limits the Automated Speed Enforcement Systems Program to counties with a population of five hundred thousand or more. Expands the Automated Speed Enforcement Systems Program to high-risk locations of state or county highways as determined by the Department of Transportation, under certain conditions. Provides restrictions for the expansion of the Automated Speed Enforcement Systems Program and Photo Red Light Imaging Detector Systems Program. Part III: Amends the definition of "county" as it relates to the Photo Red Light Imaging Detector Systems Program. (CD1)

Requires all places of public accommodation and public entity construction projects planned and designed after 7/31/2027 to provide at least one universal changing accommodation within the building in a public restroom, with certain exceptions. Makes conforming amendments to sections 489-6, 489-7.5, and 489-8, HRS, to prevent conflicts among the provisions. (CD1)

Authorizes the University of Hawaii to engage in enterprise-related activities for educational purposes and exempts such activity from certain county zoning requirements, under certain circumstances. (CD1)

Increases employer contribution rate for normal cost and accrued liability for police officers, firefighters, and corrections officers to ensure that the amortization period for the unfunded accrued liability of the State's Employees' Retirement System does not exceed the maximum funding period.
