Establishes an automated speed enforcement systems program special fund for managing fines collected from speed violations.

This bill creates an automated speed enforcement systems program special fund in the state treasury, administered by the department. Fines collected from speed violations are deposited into this fund and used for the establishment, implementation, operation, oversight, management, maintenance, and repair of automated speed enforcement systems. Any unencumbered and unexpended moneys exceeding $12 million at the end of each fiscal year will transfer to the state general fund.
