Hawaii HB1973 establishes the KupunAloha program within the Department of Health to provide in-home health care and support services for individuals who do not qualify for existing government programs and cannot afford such services. The program will create a plan of care for each eligible applicant and may contract with health care providers. Individuals are ineligible if they are covered by Medicare, do not meet income requirements, or do not meet need requirements. The program will be funded with an appropriation of $2,000,000 for fiscal year 2026-2027.
