Increases the time period that the sales price of dwelling units under the Rent-to-Own Program shall remain fixed from five years to ten years after the rental agreement is executed. Establishes the Malama Aina Visitor Impact Tax Special Fund to fund the program. Increases the transient accommodations tax by one per cent from 1/1/2026 to 12/31/2030 and requires the additional tax revenues to be deposited into the Special Fund. Requires the Department to submit annual reports to the Legislature. Repeals 12/31/2030.

Beginning with the 2025-2026 school year, requires public schools to provide free breakfast and lunch to all enrolled students. Appropriates funds.

Establishes requirements for the clinical review criteria and clinical practical guidelines used to establish step therapy protocols. Provides a process for a patient to request an exception to using step therapy protocols. Establishes insurance coverage requirements relating to the use of step therapy protocols and standards to appeal an adverse step therapy exception determination.

Mandates that each school sporting event of 25 or more participants have an AED trained faculty member or athletic trainer in attendance and all schools be equipped with AED devices, Narcan, EpiPens, and inhalers. Mandates CPR training for coaches and athletic trainers. Appropriates funds.

Exempts certain housing developments from assessments of school impact fees.

Requires motor vehicle safety inspections to be conducted every two years rather than annually.

Allows newly graduated high school students to be eligible for workers' compensation coverage during the summer following their high school graduation while participating in work-based learning programs established and regulated by the Department of Education.

Requires the department of education to prohibit cell phone use during the instructional day, prohibit student access to social media through the school's internet, and implement a social media education campaign. Creates exemptions for students requiring accommodations, emergency situations, and teacher authorizations.

Establishes a tax credit for landlords who charge below-market rent and assesses an additional privilege tax on landowners who charge above-market rent, under certain conditions. Requires the Hawaii Housing Finance and Development Corporation to determine median market rent for rental units by geographic area for the purposes of the below-market rent tax credit and above-market rent tax.

Appropriate funds to the legislative reference bureau to procure artificial intelligence software and analytic services to streamline state law and regulations. Requires a report to the legislature.

Prohibits certain foreign parties from owning, purchasing, or acquiring an interest in agricultural lands. Establishes an Office of Agricultural Intelligence within the Department of Agriculture to investigate claims that land is unlawfully owned by a prohibited foreign party. Requires the Attorney General to undertake enforcement activities. Appropriates moneys.

Incentivizes the installation and use of gray water recycling systems and atmospheric water generators in the State by establishing an income tax credit to be administered by the Department of Taxation. Requires the Department of Business, Economic Development, and Tourism to establish a rebate program. Requires the State Building Code Council to adopt certain standards on gray water recycling systems and atmospheric water generators in the State. Effective 7/1/2050. (SD1)

Requires manufactured hemp product distributors and manufactured hemp product retailers to register with the Department of Health to sell manufactured hemp products; requires the Department of Health to collect application fees and issue certificates of registration.

Amends section 356D-6.7, HRS, to include all Hawaii Public Housing Authority parcels as areas that may be closed to the public.

Increases the minimum age for moped operators from fifteen to sixteen years. Increases the minimum age requirement for individuals prohibited from operating a moped unless they wear a safety helmet from eighteen to twenty-one years. Effective 7/1/3000. (HD1)
