Establishes the Matsunaga Aloha Pacific Academy and renames the Office of International Affairs to the Office of International Relations.

This bill establishes the Matsunaga Aloha Pacific Academy within the Office of International Relations to facilitate international affairs meetings regarding the Pacific region. It renames the Office of International Affairs to the Office of International Relations and expands its functions. The Office will serve as the governor's representative with county, state, and federal agencies, and foreign governments.
