Limits foreign ownership of certain public and private utilities and companies controlling the State's critical infrastructure.

Establishes an Advisory Committee convened by the Department of Land and Natural Resources and the Department of Health to inventory lands owned by the United States government which may be reasonably transferred back to the State and to make recommendations on relevant land conditions and appropriateness of potential transfer. Requires reports to the Legislature.

Increases the minimum age to operate a low-speed electric bicycle from fifteen to sixteen years of age.

Establishes a working group to reform or eliminate the land court in Hawaii.

Renames the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Device Rebate Program. Expands eligibility and amends the maximum rebate amount.

Exempts non-profit community-based organizations providing transportation services from motor carrier regulations under certain circumstances.

Creates the Red Hill Remediation Special Fund. Requires reports to the Legislature, Governor, and Mayor and City Council of the City and County of Honolulu. Appropriates funds. Part II: Allows the Commission of Water Resource Management to retain independent legal counsel. Repeals the position of Deputy to the Chairperson of the Commission and establishes the position of Executive Director of the Commission. Amends the composition of the Commission and administratively attaches it to DLNR. Authorizes entities to challenge an emergency order of the Commission under certain conditions. Establishes fines for certain water use offenses. Amends the Commission's authority to declare water emergencies and issue orders to address them and declare water shortages and related notice requirements. Specifies that the nominating committee of the Commission shall include one person appointed by the Chief Executive Officer of the Office of Hawaiian Affairs.

Requires the Hawaii State Energy Office to conduct a statewide environmental assessment for, and subsequently administer, a Geothermal Resources Characterization Program under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii. Appropriates funds.

Amends section 286-236, HRS, to meet current federal regulations to allow the State to issue a limited-term non-domiciled commercial learner's permit and non-domiciled commercial driver's license for applicants who are unable to provide proof of citizenship or lawful permanent residency.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to develop adaptation pathways plans to modify and relocate development and associated infrastructure away from critically vulnerable areas to locations outside of sea level rise and coastal flooding exposure area. Appropriates funds.

Authorizes the Director of Transportation to designate as a toll road, and impose toll charges for the use of, any existing state highway. Requires the Director of Transportation to designate as a toll road a certain portion of Hana Highway. Requires the Department of Transportation to develop a plan to exempt resident vehicle operators from the imposition of toll charges for the use of Hana Highway.

Requires all playgrounds located in state and county parks and on public school grounds to include special needs recreational playground equipment as part of the recreational apparatuses by 6/30/2027, including at a minimum a wheelchair accessible swing set. Establishes the Special Needs Recreational Playground Equipment Special Fund. Appropriates funds.

Requires the Department of Land and Natural Resources to update the online Wiki Permits service to include locations for which a right-of-entry permit for commercial activity is available via the service. Requires public input prior to the removal of any location from the list of available locations. Requires the Department to refund fees for right-of-entry permits if the permitted location is removed from the list of available locations before the commercial activity occurs.

Adds the Chairperson of the Hawaiian Homes Commission, or the chairperson's designee, to the Commission on Water Resource Management.

Requires newly installed or modified individual wastewater systems that are near the shoreline, or likely to pollute groundwater, to include denitrification capacity.

Establishes the DLNRTip application as the official electronic platform for persons to report natural resource violations to the Division of Conservation and Resources Enforcement. Creates statutory requirements regarding the design and maintenance of the DLNRTip application. Require the Department of Land and Natural Resources to ensure that all information submitted through the DLNRTip application is continuously monitored to facilitate timely enforcement responses. Requires annual reports. Authorizes 1.0 full-time equivalent position. Appropriates moneys.

Designates the Center for Cultural and Technical Interchange Between East and West, Inc., as the State of Hawaii Center for Cultural and Technical Interchange Between East and West, Inc. Authorizes General Fund appropriations exempt from the requirements of chapter 42F, Hawaii Revised Statutes, to the State of Hawaii Center for Cultural and Technical Interchange Between East and West, Inc.

Authorizes county petition process for review and approval of land use district boundary amendments based on adopted county general plans or county development plans.

Requires tire retailers to collect and submit to the Department of Health certain information relating to tires sold by the retailer. Requires the Department of Health to establish and maintain a database containing this information.

Reestablishes the Cancer Research Center of Hawaii as an organized research unit within the University of Hawaii John A. Burns School of Medicine (JABSOM) that is administered by a director appointed by the University of Hawaii's board of regents with direct lines of reporting to the chancellor of the University of Hawaii at Manoa, provost of the University of Hawaii at Manoa, and dean of JABSOM. Requires funds expended from the Research and Training Revolving Fund for JABSOM and the Cancer Research Center of Hawaii to be used for research and research-related purposes only. Repeals provisions that required the Cancer Research Center of Hawaii to be administratively affiliated with JABSOM.

Exempts the Center for Cultural and Technical Exchange Between East and West, Inc. from the qualifying standards and conditions related to the receipt of funds contained in chapter 42F, Hawaii Revised Statutes, provided that if the center contracts with a recipient or provider, then the conditions in chapter 42F, shall apply to that recipient or provider and the contract.
