Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements.

Changes the allowed absence by a primary caregiver at a community care foster family home to 48 hours in calendar week with no absence longer than 24 consecutive hours.

Prohibits the imposition of cost-sharing requirements for certain diagnostic and supplemental breast examinations.

Removes references to countdown timers as it relates to pedestrian-control signals, including the requirement that pedestrians must begin crossing a roadway before a countdown timer begins.

Requires the Department of Human Services to record any child welfare interview conducted by the Department when administering certain child welfare services. Clarifies petty misdemeanor penalties for the offense of criminal trespass onto public parks and recreational grounds. Provides for seizure of abandoned or unattended personal property. Requires the Department of Human Services to establish a homeless outreach and case management program. Requires the Department of Land and Natural Resources to identify and restore vacated homeless encampment areas in the State and report to the Legislature. Appropriates moneys.

Amends the membership and responsibilities of the Public Land Trust Working Group established under Act 226, SLH 2022. Requires the Working Group to submit four reports to the Legislature: by 8/1/2027, a first interim report regarding Act 178, SLH 2006, financial reporting and accounting; by 12/1/2027, a second interim report regarding the public land trust inventory; by 6/1/2028, a third interim report that includes a preliminary draft of findings and recommendations regarding Act 178 financial reporting and accounting and the public land trust inventory; and by 10/1/2028, a final report that includes proposed legislation. Authorizes the Office of Hawaiian Affairs to provide administrative support to the Working Group in coordination with a third-party consultant.

Authorizes a county planning commission, by special permit, to permit land uses exclusively providing residential housing for purposes of agricultural workforce housing, long-term rental, or workforce fee simple ownership in an agricultural district, under certain conditions. Establishes the Problem Gambling Prevention and Treatment Special Fund to be administered and expended by the Department of Health. Specifies that legal sports wagering and fantasy sports contests shall not be considered contests of chance or gambling. Authorizes the Department of Business, Economic Development, and Tourism to perform criminal history record checks on applicants and licensees relating to sports wagering.

Clarifies that any provisions in an association's bylaws relating to cumulative voting shall apply to the removal and replacement of a board member at any regular or special meeting.

Requires any disposition of more than one thousand acres of public lands to governments by the Board of Land and Natural Resources to be subject to approval by a majority vote of both houses of the Legislature. Requires the government seeking the disposition of the public land to submit for introduction to the Legislature a resolution containing certain information.
