Exempts Alaska Natives from certain Marine Mammal Protection Act restrictions on ivory sales and handicrafts.

The ARTIST Act amends the Marine Mammal Protection Act of 1972 to exempt Alaska Natives from certain restrictions on the sale and use of marine mammal ivory and handicrafts. Specifically, it allows Alaska Natives to take marine mammals for subsistence purposes and to create and sell authentic Alaska Native articles of handicrafts and clothing. It defines "marine mammal ivory" and "traditional Alaska Native handicrafts." The Secretary of Commerce must ensure any regulations are supported by substantial evidence and must remove them when no longer needed.
