Mrs. Cammack submitted the following resolution; which was referred to the Committee on Rules
RESOLUTION
Amending the Rules of the House of Representatives to require employees of the House to be subject to criminal background checks conducted by the United States Capitol Police, and for other purposes.
SECTION 1. Background checks for House employees.
- (a) Requirement.—Rule XXV of the Rules of the House of Representatives is amended by adding at the end the following new clause:
“9.
(a) During each Congress, an employee of the House shall undergo a criminal background check conducted by the United States Capitol Police—
“(1) in the case of an employee who is employed by an office of the House on the first day of the Congress, not later than 30 days after the first day of the Congress; and
“(2) in the case of an employee who begins service as an employee of the House after the first day of the Congress, not later than 30 days after the employee begins service.
“(b) The results of a criminal background check conducted under this clause shall not be disclosed to any person other than the head of the office in which the employee is employed.
“(c) The Chief Administrative Officer shall enter into such agreements with the United States Capitol Police as the Chief Administrative Officer determines to be appropriate to carry out this clause.”.
Effective date.—(b) Effective date.—The amendment made by subsection (a) shall apply with respect to the One Hundred Nineteenth Congress and each succeeding Congress.
