The bill amends the Rules of the House of Representatives to mandate criminal background checks for House employees conducted by the United States Capitol Police. These checks must occur within 30 days of the start of Congress for existing employees and within 30 days of employment for new hires. Additionally, employees who received payments or entered into contracts with foreign governments in the past three years must report these details to the Clerk of the House. Current employees have 30 days to file these reports after the bill's adoption.
