The Banning Strategic Petroleum Reserve Oil Exports to Foreign Adversaries Act amends the Energy Policy and Conservation Act to prohibit the export or sale of petroleum products from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, and any entity under the ownership or control of these countries or the Chinese Communist Party. The Secretary of Energy may issue a waiver if it is in the national security interests of the United States. The Secretary must issue a rule to implement this prohibition within 60 days of the Act's enactment.
