The bill amends veterans' benefits and services, including disability ratings, mental health care, and access to care. It revises disability ratings for sleep apnea and tinnitus, and requires the Secretary of Veterans Affairs to develop a strategic human capital plan for the Department of Veterans Affairs. The bill also establishes a pilot program for mental health residential treatment programs for veterans with spinal cord injuries or disorders, and requires the Secretary to conduct a study on the feasibility of establishing a full-service hospital in Alaska.
