The bill amends the Clean Air Act to exclude marginal wells from specific standards of performance and other requirements. A marginal well is defined as an oil well site with an average daily production of 15 barrels of oil per day or less, or a natural gas well site with an average daily production of 90,000 cubic feet of natural gas per day or less. The Environmental Protection Agency must revise regulations and guidance to implement these exclusions within 180 days of the bill's enactment. Pending enforcement actions related to these standards for marginal wells are terminated.
