FORTIFY Act allows transfer of U.S. defense articles and services among Baltic states without Presidential consent.

The FORTIFY Act, or Facilitating Operational Readiness Through Inter-Baltics Flexibility Act, establishes a common coalition key among the Baltic states for sharing U.S. defense articles and services for training and operational purposes. It exempts retransfers of these items among the Baltic states from requiring prior Presidential consent, aligning with the strategic importance of the Baltic states in deterring Russian aggression. The act also modifies existing agreements to remove the requirement for Presidential consent for such transfers.
