Small Business Procurement and Utilization Reform Act of 2025 SPUR Act

Chamber Passed·2/25/25

The Small Business Procurement and Utilization Reform Act of 2025 modifies scorecard requirements to include new small business entrants.

The Small Business Procurement and Utilization Reform Act of 2025 amends the Small Business Act to include new small business entrants in the scorecard program. This program evaluates federal agencies' efforts to meet goals for small business participation. The scorecard now includes the number of new small business entrants awarded prime contracts, comparing them to previous years. The Act also defines "new small business entrant" as a small business awarded a prime contract by a federal agency for the first time.
