The True Shutdown Fairness Act ensures that federal employees and contractors receive standard employee compensation during any lapse in regular appropriations for fiscal year 2026. It defines "standard employee compensation" as the standard rate of basic pay, allowances, pay differentials, benefits, and other payments. The act prohibits agencies from reducing the number of employees or placing employees on administrative leave for more than 10 work days in any calendar year during a lapse in appropriations.
