Prohibits institutions participating in nonexpressive commercial boycotts of major strategic partners from receiving certain funds under the Higher.
The Protect Economic and Academic Freedom Act of 2025 amends the Higher Education Act of 1965 to prohibit institutions of higher education participating in nonexpressive commercial boycotts of major strategic partners from being eligible for certain funds. These institutions must certify annually that they will not engage in such boycotts. A major strategic partner is defined as a country or entity described in section 4 of Public Law 113–296. Institutions failing to submit the required certification by July 31 each year will be ineligible for funds in the subsequent fiscal year.
