Exempts slaughter and preparation at custom facilities from federal inspection if for in-state distribution only.

The PRIME Act amends the Federal Meat Inspection Act to exempt the slaughter of animals and the preparation of carcasses at custom slaughter facilities from federal inspection if the meat is exclusively for in-state distribution. This includes distribution to household consumers, restaurants, hotels, and other establishments within the state that prepare meals or sell meat directly to consumers. The exemption does not preempt state laws concerning these activities.
