The Fresh Start Act of 2025 amends the Brady Handgun Violence Prevention Act to establish grants for states to modernize criminal justice data infrastructure, facilitating automated record sealing and expungement. States receiving grants must report annually to the Attorney General on the number of individuals eligible for automatic expungement or sealing, disaggregated by race, ethnicity, and gender. If data is inaccessible, states must develop a plan to obtain the data within a year. The Attorney General is required to publish a report containing the data annually.
