HELPER Act of 2025 establishes a mortgage insurance program for first responders.

The HELPER Act of 2025 amends the National Housing Act to create a mortgage insurance program for first responders. This program allows eligible first responders to purchase a home with no down payment. Eligible first responders include those employed by federal, state, tribal, or local governments as law enforcement officers, firefighters, paramedics, emergency medical technicians, or teachers in public or private schools. The program prohibits monthly insurance premiums and requires the Secretary of Housing and Urban Development to establish an upfront premium.
