The Clear Communication for Veterans Claims Act requires the Secretary of Veterans Affairs to enter into an agreement with a federally funded research and development center (FFRDC) to assess notice letters sent to veterans. The FFRDC must determine if the notices can be altered to reduce paper consumption and costs, and recommend ways to make the notices clearer, better organized, and more concise. The Secretary must submit a report to Congress within 90 days and implement the recommendations within one year. The Act also modifies certain housing loan fees for veterans.
