H.R.498

Do No Harm in Medicaid Act

Chamber Passed·12/18/25

Prohibits federal Medicaid funding for gender transition procedures for minors.

The Do No Harm in Medicaid Act amends title XIX of the Social Security Act to prohibit federal Medicaid funding for gender transition procedures for minors. It defines "specified gender transition procedures" as surgeries and treatments intended to change an individual's body to no longer correspond to their sex. Exceptions include puberty suppression drugs for precocious puberty and treatments for genetic disorders of sex development. The act specifies that sex is determined biologically and defines "female" and "male" based on reproductive systems and chromosomes.
