The Protect Children’s Innocence Act of 2025 amends section 116 of title 18, United States Code, to prohibit genital or bodily mutilation and chemical castration of minors. Exceptions are made for procedures necessary for the health of the minor, conducted by licensed medical practitioners, and for female genital mutilation performed for medical purposes during labor or childbirth. The bill also prohibits the prosecution of victims and makes it clear that religious or cultural practices do not exempt individuals from prosecution.
