The Mining Regulatory Clarity Act of 2025 allows for multiple hardrock mining mill sites and establishes the Abandoned Hardrock Mine Fund.

The Mining Regulatory Clarity Act of 2025 amends the Revised Statutes to allow for the location of multiple hardrock mining mill sites on public land. Each mill site is limited to 5 acres and does not convey mineral rights. The Act establishes the Abandoned Hardrock Mine Fund, which receives deposits from claim maintenance fees on mill sites. Funds from the Abandoned Hardrock Mine Fund are used to carry out the Abandoned Mine Reclamation Program under the Infrastructure Investment and Jobs Act.
