Medical Debt Mitigation Amendment Act of 2025As introduced, Bill 26-438 would, among other things, require facilities to offer payment plans to low-income patients with unpaid medical bills and prohibit the reporting of medical debt to credit reporting agencies. It would prohibit wage garnishments, home liens for medical debt and prohibit lawsuits and collection actions in certain cases. It would also establish uniform income eligibility criteria and require documentation to prove income. It would require facilities to provide good faith estimates about the cost of health care services to patients before treatment, except in emergency circumstances. It would also grant enforcement power to DC Health and the Office of the Attorney General.

Judith Heumann Memorial Workers with Disabilities Act of 2025As introduced, Bill 26-463 would establish a District Workers with Disabilities program for employed individuals with disabilities who meet specific eligibility requirements to enroll in Medicaid. It authorizes the Department of Health Care Finance to administer the program.

Prenatal and Postpartum Remote Patient Monitoring Clarification Amendment Act of 2025As introduced Bill 26-356 would cover and reimburse remote patient monitoring of specific health care service and expenses for pregnant patients. The services include monitoring blood pressure and blood glucose levels during pregnancy and up to 12 months postpartum.

Housing with Integrity Amendment Act of 2025As introduced, Bill 26-287 would, among other things, authorize the Department of Licensing and Consumer Protection to deny the issuance of a basic business license to a person, business entity, or beneficial owner who has an ownership interest in a rental property with outstanding Class 1 and or Class 2 housing code violations.

Enhancing Consumer Protection Procedures Amendment Act of 2025As introduced, Bill 26-174 would enhance consumer protections by providing enhanced remedies to secure compliance, authorize fines, costs and fees for failure to fully comply with an investigative subpoena regarding a consumer protection case. It grants additional consumer protection enforcement authority to the Department of Licensing and Consumer Protection. It would prohibit retaliation for consumer complaints and aiding and abetting prohibited trade practices. It would authorize asset freezes as injunctive relief and set mandatory minimum penalties for violations and allow for the recovery of legal costs in actions involving the Attorney General. It would authorize the use of interrogatories in investigations. It would specify that service may be made by any method reasonably calculated to give actual notice. It would allow use of sworn investigative statements for perjury prosecutions and allow the Mayor and the Office of the Attorney General to issue rules.

Nonprofit Services Preservation Amendment Act of 2025As introduced, Bill 26-249 would require that grants and contracts between the District and nonprofit organizations compensate for indirect costs in addition to direct service costs. It would establish a de minimis indirect cost rate of 15% of direct costs and require the inclusion of a plain language indirect cost compensation clause in all nonprofit contract and grant solicitations and awards. Among other things, it would establish a relief grant program for nonprofit organization.

DC Hospitality Amendment Act of 2026As introduced, Bill 26-648 would create a new Pop-Up restaurant license category and allows for on -premises alcohol sales, service and consumption until 4 a.m. in Downtown DC on weekends. It would allow a brewery to apply for an on-premises alcohol retailer license with a brew pub endorsement in Wards 5, 7, 8, or Downtown DC among other things.

Short-Term Rental Regulation Amendment Act of 2026As introduced, Bill 26-647 would allow renters to obtain short-term rental licenses. It would also allow District residents that own a second property in the District to obtain a short-term rental license for the second property. It would also address the number of unlicensed short-term rental properties that are advertised on booking services platforms by requiring the booking service platform to obtain a business license to operate in the District.
