Clemency Board Waiver Authority Emergency Amendment Act of 2025 allows the Board to waive the five-year waiting period for pardon applications.

The Clemency Board Waiver Authority Emergency Amendment Act of 2025 modifies the Clemency Board Establishment Act of 2018. It allows the Board to waive the five-year waiting period for pardon applications if the applicant receives a waiver from the Pardon Attorney or the President. The Board cannot grant a waiver if the applicant is on probation, parole, or supervised release. The Board can request additional information from the applicant and must provide written notice of the decision.
