Establishes quarterly real property tax payments and land value assessments in the District of Columbia.
The Revenue Stabilization and Land Value Assessment Amendment Act of 2026 modifies the District of Columbia's tax code to require real property taxes to be paid quarterly starting from July 1, 2028. It also mandates that land assessments reflect the estimated market value of vacant land for its highest and best use. The Mayor must conduct and publicize assessment-sales ratio studies for different types of real property, including a separate land value component.
