To codify the duties and responsibilities of the Independent Mortality Review Board and avoid duplication of such duties and responsibilities in the Fatality Review Board.

To ensure family members of suspected abuse or neglect victims have access to abuse and neglect investigation reports filed by the Department of Developmental Services unless such family members are suspected of such abuse or neglect and require the department to evaluate and report on the sufficiency of background checks of persons hired to provide services to clients served by the department and whether abuse and neglect investigations are conducted in a prompt and thorough manner.

To convey parcels of state land in the town of Derby to the Connecticut Municipal Development Authority.

To convey a parcel of state land in the city of Torrington for purposes of relocating a trail to the site of said parcel.

To convey a parcel of state land to the city of Shelton for three hundred fifty thousand dollars.

To implement the recommendations of the Department of Transportation concerning (1) infrastructure and service connections located in the state's right-of-way, (2) diesel-fueled transit buses, (3) electric vehicle parking at state agencies, (4) the Port Eastside Infrastructure Improvement District, (5) dynamic part-time lanes and control systems, (6) the restricted use of highways during extreme weather conditions, and (7) the memorial naming of a certain bridge.

An Act Concerning The Prevention Of Human Trafficking.

To (1) require the Commissioner of Revenue Services to periodically disclose to the Commissioner of Consumer Protection the name and address of each operator of a hotel, lodging house or bed and breakfast establishment who has remitted the use tax, (2) impose penalties on operators of hotels, motels, inns or similar lodgings who fail to satisfy various recordkeeping, training, occupancy rate and notice requirements, and (3) grant additional enforcement powers to the Commissioner of Consumer Protection.

An Act Concerning Hospital Sale-leaseback Transactions And Attestations Concerning Lack Of A Controlling Interest Of A Hospital Or Of Interference With The Professional Judgment And Clinical Decisions Of Certain Health Care Providers Of A Hospital By A Private Equity Entity.

To (1) permit hospitals experiencing financial distress to enter into sale-leaseback agreements under certain circumstances, and (2) require hospitals to submit attestations that no private equity entity has a controlling interest in the hospital or interferes with the professional judgment or clinical decision-making of certain health care providers.
