Limiting family income for Hope Scholarship eligibility

The purpose of this bill is to modify the West Virginia Hope Scholarship Program to limit eligibility for the program to students from families making less than $100,000 annually; to require that any unused funds left in a student's Hope Scholarship account at the end of each fiscal year be transferred to the county school district in which the student resides; and to prohibit the use of Hope Scholarship funds for out-of-state education services.

To redirect data center tax revenue to PEIA, counties, and schools

The purpose of this bill is to redirect any positive tax increment ad valorem property taxes collected from High Impact Data Centers; local school Boards will receive 10% of the funds; redirects the current 50% of the funds from the Personal Income Tax Reduction Fund to 35% to fund the Public Insurance Financial Stability Fund; increases from 30% to 35% of funds to the situs county; and provides 10% of the funds go to the situs county school board. The bill also provides that the fund created to assist electric grid stabilization for regulated utilities includes all utilities, not only coal and gas powered utilities.

To modify deputy sheriff’s retirement pay and the cost of receiving certain reports

The purpose of this bill is to increase certain fees collected by county sheriffs and add these increased amounts to the Deputy Sheriff Retirement Fund to provide modest increases in benefits for retired deputies.

The purpose of this bill is to describe the process of involuntary treatment for substance use disorder.

Make speeds that exceed 30MPH over the speed limit reckless driving

The purpose of this bill is to provide that operating any vehicle at speeds in excess of 30 miles per hour over the posted speed limit is reckless driving.

Relating to Good Samaritan Law.

The purpose of this bill is to provide that a person who acts voluntarily and without remuneration aid to a victim of an emergent situation may not be liable for civil damages.

The purpose of this bill is to create the Equipment Right to Repair Act; creating a short title; defining terms; establishing jurisdiction of the Commissioner of Agriculture; establishing requirements; establishing limitations; providing for rulemaking; establishing violations; imposing civil penalties; authorizing civil actions, penalties, and injunctive relief; and providing for applicability and effective date of article.

Relating to providing greater access to unused public buildings for public charter schools

The purpose of this bill is to provide greater access to unused public buildings for public charter schools.

Relating to the use of state water resources

The purpose of this bill is to require that all high impact data centers report water use to the Department of Environmental Projection as part of the Water Resource Protection and Management Act's water use monitoring requirements, authorizes the Department of Environmental Protection to limit, condition or prohibit withdrawals by a high impact data center from a state water resource if harm to that water resource or its future or existing uses will occur; removes references to previously repealed Joint Legislative Oversight Commission on State Water Resources; and requires the Department of Environmental Protection to provide analysis of a high impact data centers on public waters of this state.

Allow community health center to provide sign-on bonus

The purpose of this bill is to authorize bonus and incentive programs at political subdivision-based community health centers.

Relating to the Deputy Sheriff Retirement System Act

The purpose of this bill is to provide an annual annuity adjustment of 1% for eligible deputy sheriff retirants and surviving spouses when the plan has reached a funded level of 105 percent. The bill permits the board to set the employer contribution rate, and the maximum employer contribution rate will be 13% after the first annual annuity adjustment is paid.

To raise the salary of Sheriffs

The purpose of this bill is to raise the salary of Sheriff's to be 10% above the salaries of the county clerk and circuit clerk.
