West Virginia HJR27 proposes an amendment to the state constitution to transfer control of roads from the state to the counties. This bill seeks to repeal several existing amendments related to road funding and control and add a new amendment, designated Amendment 19, which would place the control, maintenance, and upkeep of all roads, excluding those part of the National Highway System and West Virginia State Highways, under the exclusive jurisdiction of the counties. The Legislature would then authorize funding sources to support this change.
