The purpose of this bill is to eliminate the Herbert Henderson Office on Minority Affairs, to remove the placement of the director of the Herbert Henderson Office on Minority Affairs from the West Virginia Semiquincentennial Commission and the West Virginia Hope Scholarship Board, to direct the department of administration to designate Building 3 of the State Capitol Complex in memory of Herbert H. Henderson, to terminate the Minority Affairs Fund, and to transfer its remaining funds to the Entrepreneurship and Innovation Investment Fund administered under §5B-2-16 of this Code.

Authorizing the West Virginia Commissioner of Highways to offer locality pay to Division of Highways employees working in certain jurisdictions

The purpose of this bill is to provide employees working for the Division of Highways with locality pay for working in certain jurisdictions designated by the commissioner as jurisdictions that are necessary for maintaining planning, engineering, construction, reconstruction, maintenance, and traffic regulation of state road projects.

Relating to federal law enforcement in specific locations

The purpose of this bill is to restrict certain immigration enforcement actions in specific locations.

Burial Equity Act

The purpose of this bill is to create burial equity in the state cemetery for veterans for former members of the National Guard and military reserves. The bill prescribes eligibility criteria; states its retroactive application; establishes a Burial Equity Grant Program to be administered by Veterans Affairs; and creates a Burial Equity Fund.

Establishing Blue Envelope Program to promote communication between law enforcement and community members

The purpose of this bill is to amend this code section by adding a new article, relating to the establishment of a "Blue Envelope Program" to promote inclusivity and enhanced communication between law enforcement and community members with a condition or disability where additional accommodations or awareness may be helpful; providing findings and declarations; providing how the program will be established; and, providing immunity for individuals providing information to the "Blue Envelope Program" in good faith.
