This bill eliminates the Herbert Henderson Office on Minority Affairs, removes the Director of the Office from the West Virginia Hope Scholarship Board, and directs the Department of Administration to rename Building 3 of the State Capitol Complex as the "Herbert H. Henderson Memorial Building." It also terminates the Minority Affairs Fund and transfers its remaining funds to the Entrepreneurship and Innovation Investment Fund.
