Ohio SB31 replaces a requirement for interstate construction with a traffic congestion study.

Ohio SB31 repeals a previous requirement to construct certain interstate interchanges and instead mandates a traffic congestion study. The study, to be conducted by the Director of Transportation in consultation with the Northeast Ohio Areawide Coordinating Agency, will develop a strategic plan for managing traffic congestion. The study area is defined by specific boundaries along Interstate Route. The report, due by December 31, 2026, will be submitted to the Governor, the Speaker of the House of Representatives, the President of the Senate, and other relevant authorities.
