Ohio SB13 establishes the Foster-to-College Scholarship Program to support students in foster care in their pursuit of higher education. The program provides scholarships to qualifying students who have been in foster care or noncertified kinship care and were adjudicated abused, neglected, or dependent. The scholarships cover the cost of attendance after other financial aid is applied. The Department of Job and Family Services will employ four full-time foster care student navigators to assist students in applying for and enrolling in higher education.
