It prohibits local governments from enacting regulations that prohibit short-term rentals, create a lottery system for registration, restrict the number of properties a person can operate, or require property owners to occupy the properties. Local governments can still require registration or licensing of short-term rentals, with fees not exceeding $20 per year per property.
