Ohio HJR5 proposes to amend the state constitution to prohibit slavery and involuntary servitude as criminal penalties.

Ohio HJR5 proposes to amend the state constitution to explicitly prohibit slavery and involuntary servitude, except as punishment for a crime. If adopted, the amendment would allow courts or probation and parole agencies to order convicted individuals to participate in education, counseling, treatment, community service, or other alternatives to incarceration. The amendment would take effect immediately upon adoption by a majority of voters.
