Ohio HJR2 applies to Congress to call a Convention of the States for proposing amendments to the Constitution. The convention would focus on fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress. The Ohio General Assembly asserts that Congress has no authority to govern the convention or set the number of delegates. The application is made with the understanding that amendments cannot seek to amend the Bill of Rights.
