Ohio HB803 requires state institutions of higher education with animal testing facilities to publish annual reports by April 1, 2028, and each subsequent year. These reports must detail progress on replacement, reduction, and refinement efforts, including the number of animals used and the percentage of state funds spent on animal procurement and maintenance. Failure to publish the report by the deadline results in a fine of up to $1,000 per day imposed by the chancellor of higher education.
