Establishes the Student Choice Grant Program to provide grants to Ohio residents enrolled in bachelor's degree programs.

The bill enacts the Student Choice Grant Program, which provides grants to Ohio residents enrolled as full-time students in bachelor's degree programs at eligible institutions. To qualify, applicants must have been Ohio residents for at least two years and maintain an academic record meeting the chancellor's standards. Grants are limited to the lesser of the institution's total instructional and general charges or one-fourth of the state's instructional subsidy for state university students in the preceding biennium.
