The Actionable Help And New Dignity for Upward Progression (A HAND UP) Act establishes a three-year pilot program run by the Department of Job and Family Services. The pilot program aims to help public assistance recipients transition into the workforce. It will operate in four counties, including one metropolitan, one midsize, and two rural counties, one in the Appalachian region. The program will provide stipends to participants for health care and child care expenses, and subsidies to employers who hire participants.
