Ohio HB11 amends the state's administrative procedures to require legislative approval for certain administrative rules and regulatory actions. The bill allows the Joint Committee on Agency Rule Review (JCARR) to request a third-party fiscal analysis of a rule. It also requires state agencies to publicly post policy documents. The bill applies to proposed rules that are subject to legislative review and require a rule summary and fiscal analysis. It allows JCARR to review revised proposed rules and adopt an invalidating concurrent resolution.
