Authorizes the city of Buffalo to use certain parklands for a utility thermal energy network project.

The bill authorizes the city of Buffalo to discontinue the use of specific parklands for the construction, operation, maintenance, and repair of a utility thermal energy network project. This authorization is contingent on the city dedicating an amount equal to or greater than the fair market value of the parklands being discontinued towards the acquisition of new parklands and/or capital improvements to existing park and recreational facilities.
