This bill amends the vehicle and traffic law to exempt individuals and entities from paying central business district tolls during strikes, work stoppages, or declared states of emergency that cause more than 24 hours of stoppage or significant delays in services provided by the Metropolitan Transportation Authority, Metro North Commuter Railroad, New York City Transit Authority, or Long Island Rail Road. It also mandates the return of toll charges collected from monthly ticket holders for business days when services are interrupted.
