Enacts "Vincent Scheppa's law" authorizing, in certain cases, the provision of private duty nursing services to a medical assistance recipient by a relative who is a registered professional nurse. The commissioner may authorize such services upon application or request by the recipient or their representative. Reimbursement for these services shall be at the rate paid for the provision of such services by a licensed practical nurse.
